The Community Living Expectations balances the rights of the individual and the rights of the community. In order to carry out its educational mission, Jackson Community College aspires to create and maintain conditions that are fun and educational. With this in mind, the Residence Life staff has developed Community Living Expectations to help each student be academically and personally successful. All JCC residents (and their guests) are responsible for conducting themselves in a manner that does not infringe on the rights of others or interfere with the educational functions of the College. All students residing in Campus View housing deserve to live in an environment free from harassment, intimidation or emotional distress. The information provided here specifies the community and behavioral standards that are expected and also identifies the rights and responsibilities of residents. In carrying out responsibilities as a student and Campus View community member, it is essential that residents become familiar with, and abide by the JCC Student Code of Conduct, as well as the Community Living Expectations Document. By signing your Campus View contract, you have agreed to make yourself aware of and abide by all Residence Life policies and expectations, the JCC Student Code of Conduct, City, State and Federal laws. A copy of the JCC Student Code of Conduct may be obtained from Student Services, 210 Potter Center or online at www.jccmi.edu/studenthandbook. Questions about the Community Living Expectations Document may be directed to the Director of Residence Life. Anyone violating the Community Living Expectations document provisions, the JCC Student Code of Conduct, and/or abusing the facilities, is subject to disciplinary action, prosecution, conduct review and/or replacement fees as deemed appropriate by College officials. Residents may also be subject to disciplinary action due to the misconduct of their guests. Residence Life and/or the Office of Student Life reserve the right to move a student to another apartment space or remove the student from the apartment complex entirely, if it is in the best interest of the student, College, or other students of the College, or in accordance with the College’s mission and educational goals.
RESIDENCE LIFE STAFFResidence Life staff members are committed to providing the best possible living experience for all residents. Campus View housing is staffed by a live-in professional who serves as the Director of Residence Life. Resident Assistants (RAs) and Desk Assistants (DAs) are JCC resident students who assist the Director of Residence Life in supervising Residence Life activities, programs and services. Residents are encouraged to get to know the Campus View staff as they are valuable resources of information about the College and the many services available. Director of Residence Life This Professional staff member provides leadership and supervision in all aspects of Residence Life administration. His/her responsibilities include supervising student staff, managing the facilities, creating and implementing programs, advising Student Parliament, adjudicating and resolving student conduct issues, developing lines of communication within the campus community, and supervising rental and business operations. The Director of Residence Life accepts students as individuals, each with rights, responsibilities and goals. Residents are encouraged to utilize the director as a resource. The Director of Residence Life has an office located on the first floor of Campus View to promote easy and open communication lines between Campus View staff and residents. Resident Assistants (RAs) Resident Assistants (RAs) are JCC students who live on an assigned floor of the complex with 32 residents living on each of the three floors of Campus View. One of their major roles is to create and maintain an environment which promotes academic and personal success for the residents. They are responsible for promoting and assisting in the organization of Campus View programs and services as well as serving as informational resources. Additional functions include assisting the Director of Residence Life when a conflict or crisis occurs, clarifying policies and procedures, assisting with maintenance or service requests and assisting with general College and community issues. Suitemate Relationships An important part of college is learning to get along with others and developing an awareness of, and appreciation for, other lifestyles values and views. One of the first opportunities you will have to establish close relationships with others and learn about living in a community will be when you move in to your suite. This information is designed to assist you in building a positive relationship with your suitemate. Establishing and maintaining a positive relationship with your suitemate depends on each person being willing to make an honest attempt to get to know one another. When students are placed together, they must prepare for this new experience with an open mind and an appreciation for those differences that exist in each person’s background. The quality of suitemate relationships is related to the communication between suitemates. Positive relationships have been shown to be typified by suitemates who clearly understand each others’ expectations, more openly communicate with each other, and verbalize to each other thoughts and feelings about one another. During all of your discussions with your suitemate, listen carefully. Try to be unconditionally accepting of what you hear, even though you may disagree. When you are accepting, your suitemate will feel free to express things honestly. Key points to remember in establishing a positive relationship are listed below:

Your enjoyment of life in your residential community will depend, to a large extent, on the thoughtful consideration you and your suitemate (s) demonstrate to each other. Remember, living in a community environment means accepting responsibility for the welfare of others. Only you can assure that your suitemate enjoys these rights. As a suitemate, it is your responsibility to follow the “Suitemate Responsibilities.” Suitemate Responsibilities 1. Make sure your suitemate’s right to read, study and sleep are free from undue interference from noise, guests and other distractions. Unreasonable noise and other disturbances inhibit the exercise of this right. 2. Ask permission before borrowing or using any of your suitemate’s possessions (e.g., stereo, computer, etc.). 3. Receive permission from suitemate (s) before inviting guests to stay overnight. Overnight guests of the opposite sex are not allowed. (See guest policy #15, Policies & Procedures.) 4. Keep your living environment clean. 5. Allow your suitemate (s) free access to the apartment and facilities without pressure. 6. Respect your suitemate’s right to personal privacy. 7. Make sure your guests do not violate/invade your suitemate’s rights. 8. Talk to your suitemate (s) when something is bothering you. 9. Listen to your suitemate(s) if there is a problem and try to resolve it. 10. Bring unresolved problems to the attention of the RA or Director of Residence Life after you have talked with your suitemate(s). 11. Respect your suitemate’s right to be free from fear of intimidation, physical and/or emotional harm. Violations will result in disciplinary action. 12. Treat your suitemate as an equal; do not give orders, make unreasonable demands or expect favors. 13. Whenever possible, seek to compromise.
SERVICES & INFORMATIONService Desk In the lobby of Campus View, there are Desk Assistants (DAs) available to greet visitors and answer any questions you may have. Desk services include, but are not limited to:
Campus View’s service desk and Convenience (“C”) Store is open 24 hours to assist you. Public Space Reservation Public spaces in Campus View are reserved for residents’ use. Resident students may reserve public space in the building for meetings or small gatherings by contacting the Director of Residence Life. The public space is not intended for everyday use or as a lounge for non-residents. Non-residents, outside groups and/or individuals are not allowed to use Campus View public spaces without permission of the Director. Visitor Restrooms Restrooms for short term visitors are located on the first floor of Campus View. In Your Unit Your room is furnished with a bed, mattress, desk, desk chair, shades, wardrobe/dresser and ceiling lights. You may arrange the furniture in your room according to your preference. The furniture in your room is your responsibility and trading furniture with other rooms or storing furniture outside the room is not allowed. Public area furniture is for the use of all residents and therefore should not be placed in individual student rooms or apartments. Waterbeds and other water-filled furniture are not permitted in Campus View. Lofts No lofts are permitted in Campus View. Contact Paper The use of contact paper in your room or on the interior or exterior of doors, on furniture, or on floors is not permitted. Wall Decorating - Hanging Items on Walls The College has approved specific push pin tacks and wall adhesive putty for hanging or displaying pictures, posters, etc on walls. The push pins will be available at the Service Desk for students free of charge to ensure that the proper pins are used. Students are not permitted to use nails, screws, duct tape, etc to hang/display items on walls. Students will be assessed accordingly for any repairs to walls resulting from use of alternative items than those listed above.
Maintenance RepairsWhile you are responsible for the proper care and use of the College provided items in your suite/bedroom and the community facilities, all replacements and repairs will be made by the College maintenance personnel. Most maintenance repairs are free of charge. Those resulting from careless, intentional or negligent behavior will be made at the expense of the responsible resident(s). To report/request any maintenance concerns go to the Service Desk and complete a maintenance request form.
Safety on CampusLiving on campus is a great experience for college students. It is a way to gain independence, meet new people and it is conveniently located to classes. It is important to take into consideration the things you can do to keep yourself safe during your time living in Campus View, but also just being a student at JCC. This information is just as applicable to your hometown as well as your next residence as it is during your stay here at Campus View.
What do you do if you feel you are being followed or you need assistance?
As is noted throughout this expectation book, we ask that you help us keep our campus safe by reporting suspicious persons/behavior, security cameras that are not working/have been tampered with and most importantly don’t prop building doors open.
KeycardsKeycards are an integral part of the housing complex’s security system. Therefore, you are responsible for carrying your keycard at all times, and Residence Life strongly recommends locking your suite and bedroom door at all times. If you lose your keycard, you will be responsible for all charges associated with replacing it. Current charges for replacing lost keycards are $10.00. All charges and fees are subject to change and will be billed to your student account. Please contact the Director of Residence Life or your RA immediately if you have lost your keycard. Locked Out If you are locked out of your suite/bedroom, you may go to the service desk and ask to be let into your room. Valid ID will be needed before services are given. If a staff member is not available, you may have to wait for a staff member to become available or for your suitemate to return. If you (or a guest/family member, etc) leave items in someone else’s room, you will not be given access to that suite/bedroom. You will have to wait for a resident of that suite/bedroom to return. Students are expected to carry their keycards with them when they leave their room. Students are allowed two (2) “free” lockouts per semester. Any additional lockouts are charged $10 or one hour of community service for each occurrence. Students must show their keycards to a staff member when let in or the locks will be changed and appropriate charges applied. Locks Ample security is provided in each suite and bedroom. Students are not permitted to affix any type of additional door lock. If this occurs, the lock will be immediately removed by College personnel and appropriate student (s) will be billed for associated costs. Lost Student ID Card If you lose or misplace your Student ID card it is important you report this to an RA or the Director of Residence Life. The lost card will be disabled and you will be issued a temporary card for a period of 48 hours. After 48 hours, if the temporary card is not returned it too will be deactivated and you will be provided a new Student ID card and your student account will be assessed $10.00. Entering Rooms In accordance with our educational mission, the College aspires to maintain a healthy and safe environment, as well as respecting and preserving your right of privacy. The College, however, reserves the right to make periodic administrative, announced inspections of suites and individual bedrooms (whether or not the residents of the room are present) whenever:
Campus View staff will check each room during the break periods to ensure that no safety hazards exist. If a staff member should notice, in plain sight, evidence of a violation of federal, state or local laws, or a violation of College rules/regulations, the staff member will file a report with the Director of Residence Life, the Office of Student Life and/or JCC campus security.
Health and Safety InspectionsIn order to maintain a high standard of Campus View Health and Safety inspections will be completed at least once per term. Notice will be given to all Campus View residents and residents do not need to be present when the inspection occurs. Students found to have violations will be notified via an RA as well as the Director of Residence Life. All protocols as stated in above section regarding “Entering Rooms” applies during the health and safety inspections.
ServicesSatellite Services One of the perks of living in Campus View student housing is that your suite and bedroom receives DirecTV at no additional charge. There are over 50 channels to choose from that are delivered directly to your TV without the need of cable box or similar technology. If you would like more information on TV programming, please contact the Director of Residence Life at 517.796.8455. Outdoor antenna or satellite dishes may not be used. Telephone Service Each suite is equipped with one phone located in the kitchen area. Each phone features unlimited local and long distance service at no extra charge within the continental U.S. Calling cards may be used for calls beyond these boundaries including international calls. The phone number assigned to your suite cannot be moved with you when you leave JCC. It is assigned to the college. You may intercom other rooms within Campus View. If you wish to place calls outside of the complex you will need to dial the full telephone number. Caller ID (Name and Number) is provided as a standard service as is voicemail and call waiting. The phones cannot accept collect calls or third party calls. Charge based services as well as 900 numbers are blocked. The phone is to be left in place and cannot be replaced by another phone device. If you have a problem with your phone, replacement phones can be obtained from the Director of Residence Life. Only JCC provided phones can be used. Wireless Internet Service and Computer Hookup A wireless network is provided for your use and is shared among all residents within Campus View. Please be considerate of other residents trying to use the network. Large downloads or other bandwidth intensive items will affect the performance of others using the service. Although best effort has been made to make the wireless network compatible with computing devices we cannot guarantee this. You may choose to get support for your device at any available merchant or support center. The College does not support student owned devices. Non-JCC wireless networks are not allowed within the complex as these will conflict with the performance and/or availability for others depending on the wireless service. It is recommended that you install and maintain your own firewall, virus and spyware products in order to protect your investment and data. The College does enforce a Responsible Use Policy (which can be found at www.jccmi.edu/studenthandbook) and the Digital Millennium Copyright Act (which can be found at www.gseis.ucla.edu/iclp/dmca1.htm) regarding downloading or sharing copyrighted movies and music. Disciplinary action is taken for reported violations. There are limited JCC computers available for your use in the second and third floor study areas. Printing from these JCC computers is available at the service desk for a nominal cost. Electrical Appliances All Campus View units are equipped with a full-size refrigerator, oven, dishwasher, microwave and disposal. All other electrical equipment you use in Campus View must have an approved “UL” rating. Use Appliances According to Instructions Don’t leave heat-producing appliances unattended. Unplug them when not in use and allow appliances to cool before storing. Do not cover ventilation openings on TVs, stereos or radios. Appliances should be used only with proper extension cords. Unplug all appliances before leaving for vacations. Don’t overload circuits by plugging too many appliances into one outlet. If you need more outlets, we recommend that you purchase a multi-outlet strip with a circuit breaker. Each bedroom is limited to two multi-outlet strips. Unapproved Electrical Equipment The following items are not permitted in Campus View:

General InformationReporting Emergencies Emergency maintenance problems involving plumbing, electrical or air/heating should be reported immediately to the Service Desk. The Campus View on-call staff member will be contacted to determine appropriate response to the maintenance concern. Reporting Routine Problems Routine maintenance needs (those necessary to keep the room in good repair) are reported through the Service Desk. Maintenance requests are prioritized according to the seriousness of the problem and the date received. Requests are completed as soon as possible. Mailing Address Campus View directly receives mail delivery from the U.S. Post Office. Each room has an assigned mailbox located outside on the north side of Campus View. Each student is assigned a mailbox number and issued a mailbox key at check-in. Failure to return the mailbox key at check out will lead to a $25.00 replacement charge. Student name example: Jackson Doe Campus View Campus View Suite # + Bedspace 206A 2115 Emmons Rd. 2115 Emmons Rd. Jackson, MI 49201 Jackson, MI 49201 Packages Federal Express, DHL and UPS will deliver packages directly to Campus View. Students will receive a telephone call notifying them of the delivery. Only packages for assigned residents will be accepted. Residents will be asked by the Desk Assistant to show their student ID and sign for the package before it will be given. Packages delivered by the U.S. Post Office will be delivered in the outside mailboxes. A package notification slip with a key and package box number (they are the lower boxes in each section of mailboxes) will be left in the student’s personal mailbox. You will use your key to access the box and the lock is a “smart lock” so you will just need to close the door and it will keep the key. Please note that tampering with the outside mailboxes and/or packages is a Federal Crime and students found to be responsible of such will be prosecuted accordingly. Laundry and Change Machines Coin-operated washers, dryers and a change machine are located in Campus View for your convenience. Residents will report broken machines and any refund requests to the Campus View Service Desk. Campus View is not responsible for loss or theft of items. Reasonable precautions (security cameras) have been made in order to monitor the laundry area. Automobiles on Campus Parking for Campus View will be available in the McDivitt Hall parking lot which is next to Campus View. Each resident will receive a parking permit during the check-in process. This permit must be displayed at all times while on campus property. Bicycles on Campus Bicycles are a popular way of getting around campus. If you choose to bring a bicycle to campus you should chain your bicycle to the bike racks provided by the College. Do not chain them to stairwells, trees, corridors, public areas or porches. Doing so might result in their removal. You are encouraged to register your bicycle with the JCC Campus Security. Bicycles not removed at the end of each semester will be confiscated by Campus Security. Break Periods Campus View operates on a Academic Year OR Fall/Winter contract/lease option. Students are permitted to stay in the apartments during all College break periods. You are responsible to follow all Residence Life, College, state and federal laws/policies during these break times. Students staying in their suites during holiday breaks must inform the Director of Residence Life two weeks prior to the start of the break period. Needle Disposal JCC strives to protect students and staff from safety and health hazards. In order to reduce the risk of transmission of blood-borne pathogens, SHARPS containers (for the safe disposal of medicinal needles) will be provided to you if you are required to administer prescribed self-injected drugs. Check with the Director of Residence Life for information on obtaining and disposing of SHARPS containers. Patio The patio located on the third floor of Campus View is a great place to relax and enjoy the company of fellow residents and/or guests. The patio will have selected open times and will be locked when the patio is closed. It is important that residents and guests are respectful of others in the buildings with the level of noise that occurs on the patio. Residents are not permitted to throw or hang anything from the patio. Misuse of the patio will be cause to limit even more the times the patio is open. Residents are not able due to fire codes to BBQ/Grill, etc on the patio. However, if students want to cook and then take items to the patio to consume they are more than welcome to do so.
FIRE SAFETYFire prevention is of critical importance in a community living environment because so many lives and personal belongings could be endangered by accidents or careless actions. As a responsible member of the College community, you should become familiar with and abide by evacuation procedures to follow in the event of a fire. Refer to the evacuation guide located on the back of your suite door. Fire Prevention Candles are not allowed in Campus View. You may not possess lit or unlit candles, incense sticks or any items with an open flame. Candles are not allowed in the complex even as decorations. Halls are Smoke-Free Smoking is not allowed in Campus View. Students and guests may smoke outside when they are 25 feet away from the building. Do your Housekeeping Properly Do not pile anything on or in front of radiators or heat/air vents. It is always a good rule of thumb to store trash away from heat, empty waste baskets and keep exits clear of possessions and trash. HOW TO SURVIVE AN APARTMENT FIRE Remember that few people are burned to death in fires. Most people die from smoke, poisonous gases and panic. Panic is usually the result of not knowing what to do. If you have an escape plan and adapt it to the emergency, you can greatly increase your chances for survival. Each semester the Director of Residence Life in conjunction with the Director of Campus Safety and Security will plan and hold a fire drill. Residents are expected to treat each alarm as real to avoid unnecessary injury. Failure to exit during an alarm will lead to a referral through the student judicial system. Check the Exits Learning to survive a fire begins right after you check in. When you get to your room, take a few minutes to identify possible routes of escape. Walk down the hall and locate all the exits. Remember, never use the elevator during a fire. If EXIT lights are out, please report the location to the RA or Director of Residence Life. Check your Suite and Bedroom It is important to know the layout of your suite because if smoke in the hallway should cut off your escape, you may have to stay in your suite or bedroom. Many people have lived through building fires by remaining in their room, which protects them against smoke and other harmful gases while they wait for rescue. Always know where your keycard is so you can find it easily. You will need your keycard to return to your suite/bedroom if smoke or fire blocks your exit. Try the windows to make sure they open. Look out the window to see what is outside. You may be only a few feet from the ground and can exit this way if the hallway becomes blocked by smoke and fire. Let someone know you are in the suite/bedroom. If the phone works, call for help. Hang a bed sheet out the window to signal fire fighters, but don’t try to climb down. If water is available, wet towels and sheets. Place them around the doors if smoke is seeping in. If a Fire Alarm Sounds Grab your keycard, shoes and a coat and head for the door. If there is smoke in your bedroom stay close to the floor. Remember, smoke and lethal gases rise. Feel the door with the back of your hand. If the doorknob is hot, don’t open it. If the door is not hot, open it slowly and be ready to slam it shut if smoke or flames rush in. Check the suite and feel the door to the hallway with the back of your hand. If it is clear, close and lock your door behind you to protect your belongings and walk to the nearest exit. If there is any smoke in the hallway stay in your suite or bedroom. Remember; never use an elevator during a fire. Take stairs down to the ground level. Fire generates heat, smoke and panic. Make sure you hold onto the handrail when exiting. Once you have exited the building, please follow the directions of the Residence Life staff and/or College officials. If Your Bedroom and/or Suite Room Door is Hot If your bedroom or suite door is hot, do not panic. You can stay in your room and still survive a fire. Crack open windows to vent the room if there is any smoke. Get fresh air. Make a tent over your head with a blanket at a slightly opened window to get fresh air. If windows do not open, you may have to break one out with a chair or heavy object. If heat and flames are rising outside the window from lower level, don’t breathe in the smoke-laden air or open the window. If Your Clothing Catches Fire Don’t run - STOP, DROP to the floor and ROLL out the fire. If someone else is on fire, drop them and roll them on the ground, or use a rug, coat or blanket to smother the flames. Cool a minor burn with cool water. Get prompt medical attention if the burn is severe. If a Fire Begins in Your Room Sound the fire alarm immediately. Fire alarm pull stations and extinguishers are located in the hallways, storage closet and in each suite kitchen. Sound the alarm by pulling the lever down. Then try to put the fire out, but only if it is small (e.g., confined to a mattress, wastebasket, cushion or small appliance) and only if you are sure you can handle it. If you doubt that you can put the fire out, leave your room. Close the door behind you to keep smoke and flames out of the corridor.
POLICIES & PROCEDURES1. Alcoholic BeveragesThe Office of Residence Life and its staff are strongly committed to fostering an environment that promotes the College’s educational mission. It is the law in Michigan that you must be at least 21 years of age to possess or consume alcoholic beverages. The following Campus View policy is designed to support the objectives and expectations of the College policy concerning alcohol use.
2. Alcohol Containers No empty alcohol containers may be used for decorative purposes. 3. Alcohol and Other Drug Abuse Any JCC student whose use of alcohol and/or other drugs resulting in behavior that causes concern for students or staff members may be referred for assessment. Residents may be required to verify attendance or participation. 4. Drugs The possession of and/or possession with intent to deliver, transport, sell, distribute, exchange, use or manufacture of illegal drugs in any building or on any property owned or controlled by the College is prohibited and strictly enforced. Possession of drug paraphernalia is prohibited (e.g., marijuana bong, pipe and/or hookah pipe). Marijuana odors from Campus View suites, bedrooms and/or common areas will be reported to JCC Campus Security and the local police department. 5. Quiet Hours/Courtesy Hours You will share close quarters with many people in Campus View. Consideration with regard to noise is vital to maintaining the quality of your environment. Excessive noise created by an individual or group greatly affects other members of the community. Quiet hours for Campus View are in effect from 10 p.m. to 8 a.m., Sunday through Thursday and 1 a.m. to 8 a.m. on Friday (Saturday morning) and Saturday (Sunday morning). During Quiet Hours, all sound must be contained within a resident’s suite and/or bedroom. In addition, beginning with the Saturday morning prior to finals week each academic semester or session, quiet hours are in effect 24 hours a day. Courtesy hours are in effect 24 hours a day, every day. If you encounter a noise problem during quiet hours or courtesy hours, you have the right and the responsibility to let others know that their activity is annoying. If a disturbance persists, notify a staff member. Respect and courtesy for others are an essential part of living in a community. Respect of others’ rights is a necessary condition for successful studying, living and sleeping. The College expects residents to decrease the volume of any noise disturbing other residents when asked by either residents or staff. Whenever quiet hours are not in effect, noise levels must be kept at a minimum, as determined by the Residence Life staff. Blaring stereos are never permitted; the use of headphones is encouraged. Stereo speakers are not permitted on window sills; at no time should amplified sound be directed out windows. 6. Obstruction of Residence Life Functions Behavior and/or conduct that obstructs/disrupts Residence Life staff members from performing their official duties is prohibited. This may include, but is not limited to, physical and verbal abuse and/or threats of violence. Failure to adhere to the request of a Residence Life staff member or College official is a violation of this policy. 7. Recreational Equipment and/or Horseplay Bicycles, skateboards and inline skates are not to be used inside Campus View. In addition, students may not play basketball, football, hockey, Frisbee or any other type of activity inside the facility which may injure others or damage property. 8. Fire Safety Fire fighting equipment is located throughout Campus View. Pulling false fire alarms, causing a fire, tampering with a smoke detector or any fire-fighting equipment are violations of the housing contract, the JCC Student Code of Conduct and state law. The individual(s) involved may be prosecuted. Fire drills are scheduled as required by state regulations and are conducted periodically throughout the calendar year. Whenever an alarm sounds in Campus View, persons within the hall are required to evacuate the building immediately. Re-entry into a building before an “all-clear” signal is given by staff is prohibited. State law prohibits the use of elevators during a fire alarm. Possession or improper use of unapproved electrical (hot plates, halogen lamps) appliances or candles is a violation of the Fire Safety policy. (See Electrical Appliances on page 9.) 9. Candles and Incense Possession of candles and incense (lit or unlit, even if only for decoration purposes) are not permitted within Campus View. All residents residing in a suite where candles/incense are present/burned are responsible for this policy violation regardless of ownership. 10. Smoking Areas Smoking is prohibited in all areas, including student rooms, common areas, restrooms, lounges, hallways, corridors, lobbies, patio, entryways and stairwells. Smoking must take place 25 feet or more from Campus View. 11. Dangerous Materials Items such as gun powder, laboratory chemicals, acid, fireworks, air guns, paintball, gasoline, oil, kerosene, propane, charcoal, turpentine and other combustibles are not permitted. Motorcycles and other fuel-driven engines may not be placed or operated anywhere inside Camus View or its porches. Natural cut trees, branches or greens, other than potted plants, are prohibited in student suites/bedrooms. 12. Registered Offenders If it comes to the attention of the College that an individual required by law to register as a sex offender applies to reside, or is currently staying, in Campus View, the Dean of Students or her/his designee will convene a College housing review committee to determine if the individual will be allowed to reside or continue to stay in College housing. Membership of the committee will be determined by the Dean of Students or her/his designee. The individual shall be given an opportunity to provide information to the committee, and may be requested to appear before this committee. The Housing Review Committee shall determine whether it is in the best interest of the College community that the individual be allowed to stay in College housing, and if so, under what conditions, if any. If the committee concurs, by majority vote, that the individual will not be allowed to stay in College housing, the Dean of Students or her/his designee will notify the individual in writing. The decision of the committee will stand, unless the affected individual submits a written appeal, within seven calendar days of the decision. Such appeals must include supportive reasons and shall be made in writing to the Executive Vice President for Education and Student Services. If appealed, the Executive Vice President will make a final determination as to whether the individual shall be allowed to reside or stay in Campus View. 13. Escort Policy To assure privacy and security in living areas, all non-residents must be escorted through security doors, non-public areas and all corridors by a resident host. Allowing those who you do not know and who are not residents of Campus View to enter through any security door is a violation of College policy. 14. Visitation Policy JCC has developed these regulations concerning visitation:
All members of the Campus View community have the responsibility to help secure the community’s welfare by communicating the established expectations to the guest. A guest is defined as any person a resident registers at the service desk or any person a resident allows to enter Campus View. When a resident registers a guest, or serves as a host that resident is designated as the host and is ultimately responsible for the behavior and any damage caused by the guest(s). Guests must show a picture identification (acceptable forms: valid JCC Student ID, State ID, Driver’s License and or Military ID) to enter the building and are expected to abide by all Community Living Expectations and the JCC Student Code of Conduct. Noncompliance by the guest is grounds for terminating the contract of the resident host. The guest may also be banned from visiting Campus View and the JCC campus. 15. Guest Policy Residence Life reserves the right to limit the number of guests a resident may have. Guests who are non-JCC students must be at least 18 years old unless designated by Residence Life. Residents are responsible for the behavior of their guests at all times. Residents are limited to two guests per room per night. Guests of the same sex are permitted to stay overnight with consent of the suitemate(s). Opposite sex guests are not allowed to sleep or reside in students’ suite/bedroom. Guests may not stay longer than two nights unless all suitemates are in agreement and talk with the Director of Residence Life regarding the extended stay. Guests cannot be registered for more than eight (8) days in a month throughout the Campus View suites. Residence Life will review violations of this policy. Where applicable, hosts will incur costs for unapproved guests staying for an extended duration. Suitemates who do not report an overnight guest may also be responsible for part of these costs. 16. Evening Admittance To further ensure the safety of residents the front doors will remain locked at all times. All non-residents must contact the Campus View resident /host they are wishing to meet and be prepared to provide picture identification to be signed into the hall. Those who are under the age of 18 and are not JCC students are not allowed in Campus View after 9:00 p.m. unless designated by Residence Life. 17. Vandalism and Damage Residents are expected to exercise care in the use of the building and furnishings. They assume responsibility for supervising the care of the building, identifying offenders and notifying Campus View staff members and/or the Campus Security Department when vandalism or damage occurs. When responsibility for public area damage cannot be determined, the amount may be charged back to all members of the community. This policy is designed to encourage resident pride and ownership for the community the student resides within, and to reduce the amount of damage that occurs. If a student is found responsible for destruction of College property through the student conduct process, restitution and other disciplinary actions will be utilized as a sanction. 18. Health Standards Residents are required to comply with local health codes. 19. Windows and Window Screens For safety purposes, windows and screens must not be removed. To protect residents and maintain the environment, do not throw or drop anything out of a Campus View window. No one is permitted to exit, or enter the building via a window. Campus View has screens which are permanently secured in place and a replacement charge will be assessed if screens are removed. All installation must be done by JCC personnel. Out of respect for other residents, speakers and sound systems may not be placed on window sills or aimed out windows. 20. Keycards, I.D., and Security Providing safe and secure environments for living and learning are critical concerns at Jackson Community College. 21. Posting Registered student organizations and College departments may request information to be placed in residents’ mailboxes by obtaining authorization or written approval from the Assistant Dean for Student Life & Athletic Director. Any postings, flyers or advertisements from a non-registered JCC student organization or any outside entity will need stamped approval from the Director of Residence Life. JCC considers the entire exterior suite door, wall surrounding the exterior door and hallway walls to be under the governance of The Office of Residence Life. Only postings by Residence Life staff may be placed in this space. Students may not decorate outside of their door. A public bulletin board is available for student organizations to place posters or signs. All posted materials must be stamped by the Director of Residence Life before being posted. There are bulletin boards on corridors throughout Campus View maintained by Campus View staff to keep residents aware of Residence Life, College and community activities. Only authorized Residence Life personnel are permitted to post on corridor bulletin boards. Postings are not permitted on walls, windows or other non-bulletin board surfaces in public areas, including elevators. If physical damage results from any posting or when labor time is required to remove postings, the sponsoring organization or individual will be billed. At no time may postings be slid under Campus View room doors, except for those authorized by Residence Life. 22. Illegal Activities Students involved in illegal activities on campus may face College and/or civil and/or criminal action. It is the student’s responsibility to be aware of all College, federal, state and local laws. Staff members are expected to take action against a violation of a College regulation or the law. 23. Pets The only pets permitted are aquarium fish and the maximum tank size is 20 gallons. This restriction does not apply to animals providing assistance to residents with a physical disability and approved by Disability Services. 24. Weapons The display, possession, use or intent to use firearms, ammunition, firecrackers, dangerous weapons, explosives or other hazardous objects or substances is prohibited in the Campus View. Weapons, explosives and other hazardous objects covered by this regulation shall include, but are not limited to, the following:
25. Solicitation and Selling Door-to-door solicitation for commercial purposes is prohibited. Students may invite a commercial vendor to their suite or host parties for purposes of a commercial solicitation, product demonstration or similar event (e.g., cosmetics, plastic ware, etc.). The College has the right to revoke this privilege if abused. The College assumes no responsibility for commitments made or losses incurred by students. Campus View suites/bedrooms and phone numbers may not be used or listed as a place of business. 26. Gambling Any form of gambling is prohibited. Violators may be subject to College, state, and/or federal laws. 27. Trash/Littering Students are expected to take their trash to the trash bins on the south side of campus. Leaving trash, furniture, etc. in the hallways, stairwells, elevator and public areas is a violation of College policy. Littering inside or around the halls is also a violation of College policy. Trash picked up by staff will be billed to your student account at a rate of $40.00 per bag. A major objective of our Residence Life program is the creation of an environment in Campus View that is compatible with and supportive of the student’s academic, personal and social development. One goal of our Residence Life program is to provide a living/learning environment where students can benefit by learning and demonstrating appropriate behavior. A basic component of this philosophy is the understanding that individuals are responsible for their actions and that there are natural consequences to inappropriate behavior.
STUDENT CONDUCT PROCESSA basic component of living on campus at Jackson Community College is that all students are responsible for their actions and that there are natural consequences for inappropriate behavior. Students will always have the opportunity to speak with a professional staff member from Residence Life, the Office of Student Life and/or Student Services if an incident occurs. The Community Living Expectations policy book falls under the umbrella policies of the JCC Student Code of Conduct. Conduct Process Procedure 1. Incident occurs. Staff member writes incident Report. 2. Student is sent notice of violation. May result in a meeting with the Director of Residence Life. 3. Meeting is held. Student is given information about alleged violation(s), possible penalties, and given choice to accept/not accept responsibility for the alleged violation(s). 4. Hearing is held with Director of Residence Life. Student is informed about decision of hearing. 5. Student can appeal this decision in writing within five College business days (see JCC Student Code of Conduct).
